The listed percentage is the maximum amount of the fragrance that can be safely used in the corresponding application. The IFRA is available via the website on each product page (past the description on the right).

Thank you for reaching out. Yes, this fragrance is different from our Lavender and Vanilla. You can see the specific differences between the fragrance notes on the product's pages on our website. The Black Amber and Lavender has more bottom musky notes. Hope this clears things up.
